To ask for the time you use Wie spät ist es? The answer needs no preposition:Es ist acht Uhr.
With Wann? you ask about a point in time. The answer often needs a preposition:
um for clock time: Wann beginnt der Unterricht? — Um acht Uhr.
am for days and times of day: Wann arbeitest du? — Am Montag. / Am Morgen. / Am Wochenende.
im for months and seasons: Wann hat Maria Geburtstag? — Im Juli. / Im Sommer.

Clock time
There are two ways to tell the time.
Officially (with 24-hour time) you simply keep counting: Es ist 15:00 Uhr.Es ist 15:30 Uhr. That is how it appears im timetables or im on the radio.
Informally (im everyday speech) you use only the numbers 1 to 12 and special words:
Viertel nach for :15 — Viertel nach drei (15:15).
halb for :30, counted toward the next hour — halb vier (15:30).
Viertel vor for :45 — Viertel vor vier (15:45).
